Why Xsander Moisenko Is the Clear Choice for Ward 4

Election day is Monday, October 26, and Ward 4 voters have four names on the ballot for city council. CBC News recently profiled each candidate and asked them the same two questions: what are your top priorities, and how would you deliver on them? Read the answers side by side, and one candidate stands out: Xsander Moisenko.

The field in brief

The four candidates are Mike Burton, a retired candidate focused on homelessness and affordability; Chris Holt, a tool and die maker whose priorities are transportation and land use policy; Rasha Zaid, a small business owner and community organizer focused on meetings and neighbourhood cleanliness; and Xsander Moisenko, a Chrysler worker whose priorities are public safety, affordability, and crumbling roads.

Every candidate names real problems. But only Xsander's platform matches what Ward 4 residents raise most often: safety in our core, bills that keep climbing, and basic infrastructure that keeps failing.

Public safety, addressed head-on

Xsander does not dance around the issue defining downtown and, increasingly, our neighbourhoods: unchecked drug addiction, public homelessness, and open antisocial behaviour. His answer is straightforward and practical. Consistent enforcement of bylaws and the law, real accountability for the tax dollars already spent, and deterrence where there is currently none.

Compare that with the rest of the field. Mike Burton proposes a capital-funded plan built around not-for-profits. Chris Holt does not mention public safety at all. Rasha Zaid talks about alleyway garbage collection and youth programs, which sidestep the crisis residents actually report. Only Xsander treats safety as the urgent, non-negotiable issue it is.

Affordability that means something

On affordability, the differences are just as clear. Xsander will fight for lower taxes, reduced permit and licensing fees, and fewer regulatory barriers holding back homeowners and small businesses. That is money staying in residents' pockets.

Mr. Burton's affordability plan relies on adjusting development charges and accepting senior government grants, measures that depend on outside approvals and do nothing for a homeowner's monthly bill. Ms. Zaid does not address affordability at all. Mr. Holt's densification vision is a long-term theory; it does not help a family worried about this year's property tax increase.

Fix the basics first

Xsander's second priority is the one every Ward 4 driver already lives with: crumbling roads and infrastructure. His plan is to refocus city hall on its core responsibilities, with clear timelines, accountable project management, and spending directed at the roads and services residents rely on daily.

Mr. Holt wants to rethink land use policy and build denser neighbourhoods. Those are abstractions while the roads full of potholes remain. Ward 4 does not need another vision document. It needs a councillor who insists city hall does the basics, on time and on budget.

A voice that comes from Ward 4

Xsander is not a stranger to this ward. Born and raised in Ward 4, he attended Hugh Beaton Public School and Kennedy Collegiate, and he is now a second-year Business and Economics student at the University of Windsor in the Outstanding Scholars Program. He works part-time at the Windsor Chrysler plant and trains in MMA at MTC Windsor. He knows the ward because he has lived it, from the plant floor to the classroom.

That is the profile of a councillor who understands both working families and the numbers behind city budgets.

The bottom line

Mr. Burton offers a plan that needs capital funding and outside partners. Mr. Holt offers an urban planning philosophy. Ms. Zaid offers community meetings. Xsander Moisenko offers enforcement, accountability, affordability, and fixed roads, and clean alleys delivered with practical, common-sense governance.

On October 26, Ward 4 has a clear choice. Vote Xsander Moisenko.
